Steady increase in support for the Treaty on the Prohibition of Nuclear Weapons in 2022

In 2022 a further five countries signed and nine ratified the Treaty on the Prohibition of Nuclear Weapons (TPNW), bringing the total number of signatories to 91 and states parties to 68. This steady increase in adherence to the landmark disarmament treaty reflects the strong desire of the international community to strengthen the global norm against nuclear weapons and see more rapid progress on disarmament. To promote universalisation of the TPNW, ICAN and its partner organisations around the world held dozens of workshops with government officials, meetings with parliamentarians, and community awareness-raising events.


Barbados

Signed: 22 September 2022

Jerome Xavier Walcott, the minister of foreign affairs and foreign trade of Barbados, signed the TPNW at a high-level ceremony during leaders’ week at the United Nations.

Burkina Faso

Signed: 22 September 2022

After signing the TPNW, Burkina Faso’s minister of foreign affairs and regional cooperation, Olivia Ragnaghnewendé Rouamba, remarked that nuclear weapons “constitute a threat to the survival of all humanity because of their humanitarian consequences”.

Cabo Verde

Ratified: 20 June 2022

Cabo Verde deposited its instrument of ratification for the TPNW on the eve of the first meeting of states parties, held in Vienna. Its national assembly unanimously approved the ratification on 25 March 2022.

Congo

Ratified: 17 May 2022

Following approval of the TPNW ratification by the Congolese national assembly in December 2021, the president of the assembly, Isidore Mvouba, remarked that the TPNW “is worth its weight in gold” and a valuable contribution to international peace and security.

Côte d’Ivoire

Ratified: 23 March 2022

Côte d’Ivoire’s national assembly approved ratification of the TPNW in September 2021 and the senate approved it in December 2021. At the first meeting of states parties to the TPNW, Côte d’Ivoire described the treaty’s entry into force as a “source of hope for our populations and states that aspire to a world without nuclear weapons”.

Democratic Republic of the Congo

Ratified: 22 September 2022

The minister of human rights of the Democratic Republic of the Congo, Albert-Fabrice Puela, deposited the country’s instrument of ratification during leaders’ week. The council of ministers approved the ratification in May 2022 and the president, Felix Tshisekedi, signed an ordinance in August 2022 authorising the same.

At the first meeting of states parties to the TPNW, the DRC said: “Deterrence is a false guarantee of security that keeps the world in the balance of terror … Nuclear disarmament is an emergency and is becoming a necessity for our security.”

Dominican Republic

Ratified: 22 September 2022

The vice-minister of multilateral foreign policy of the Dominican Republic, Rubén Arturo Silié Valdez, deposited the country’s instrument of ratification during leaders’ week. The senate approved the ratification in April 2022 and the chamber of deputies in July 2022.

Equatorial Guinea

Signed: 22 September 2022

Simeón Oyono Esono Angue, the minister of foreign affairs and international cooperation of Equatorial Guinea, signed the TPNW during leaders’ week. “Today the world needs the promise of a future without the fear of annihilation that nuclear weapons can cause,” he said. “For Equatorial Guinea, the TPNW formalises ... our firm international conviction that any use of nuclear weapons is unacceptable, regardless of its justification.”

Haiti

Signed: 22 September 2022

Jean Victor Geneus, the minister for foreign affairs and worship of Haiti, signed the TPNW during leaders’ week. Haiti has said that it is committed to completing its membership of the TPNW promptly.

Grenada

Ratified: 20 June 2022

Grenada deposited its instrument of ratification for the TPNW on the eve of the first meeting of states parties to the treaty, held in Vienna.

Guatemala

Ratified: 13 June 2022

The minister of foreign affairs of Guatemala, Mario Búcaro, deposited his country’s instrument of ratification at a ceremony in New York, accompanied by representatives of other Central American states. With Guatemala’s ratification, Central America became the first entire region to join the treaty. The congress of Guatemala approved the ratification in March 2022.

Malawi

Ratified: 29 June 2022

Malawi was the first country to deposit its instrument of ratification for the TPNW following the convening of the first meeting of states parties, which set universalisation of the treaty as a priority.

Sierra Leone

Signed: 22 September 2022

David J. Francis, the minister of foreign affairs and international cooperation of Sierra Leone, signed the TPNW during leaders’ week. Sierra Leone called on all UN member states that have not done so to sign and ratify the TPNW, stressing the “urgent need to make concrete and systematic progress towards this end”.

Timor-Leste

Ratified: 20 June 2022

Timor-Leste deposited its instrument of ratification for the TPNW on the eve of the first meeting of states parties in Vienna. The national parliament approved the ratification with unanimous support in April 2022. Speaking in support of the ratification, Adaljíza Magno, the minister of foreign affairs, said: “We know the consequence of the Hiroshima and Nagasaki bombings and we don’t want the world to experience the same thing.”
