Third Meeting of States Parties
The Third Meeting of States Parties took place on 3 to 7 March 2025 at United Nations Headquarters in New York, with H.E. Ambassador Akan Rakhmetullin (Kazakhstan) serving as President.
The meeting concluded by adopting a Political Declaration and package of decisions, including by setting the date for the first TPNW Review Conference, 30 November–4 December 2026 at United Nations Headquarters in New York.
This page will provided updates about the meeting itself and practical information for civil society organisations that wish to participate. A draft agenda for the meeting is under consideration by States Parties. Information is also available on the UN website.

Civil Society Accreditation and Registration
The UN has issued an information note for civil society organisations wishing to participate at the 3MSP. The full information note contains all relevant details, what follows below is a summary.
Accreditation
All organisations wishing to attend must request accreditation. All requests for accreditation must be submitted no later than 20 December, using the online form.
In addition, NGOs must submit to the Secretariat ([email protected]) a separate, written accreditation request on the official letterhead of the organisation listing the representatives who will attend, including their full names and titles. Revisions may be submitted until 24 February 2025. This letter must include a personal email address and direct telephone number of a point of contact in the organisation. One of the representatives must be designated as the focal point of the organisation for the pick up of grounds passes. This person will be responsible for picking up access passes and handing them out to the other delegates from their organisation.
NGOs without ECOSOC status should indicate previous interactions between the organisation and the United Nations in relation to nuclear disarmament and nonproliferation issues and provide a mission statement or summary of work of the organisation.
Those NGOs that have requested accreditation as stated above will be informed by the Office for Disarmament Affairs by email by 4 January 2025 of the outcome of their request. Individuals requesting accreditation must be at least 18 years of age.
Registration
(to be completed after accreditation is approved)

Online registration must be completed by 24 February by representatives of NGOs whose accreditation has been approved.

Attendees must complete the registration form on the online Indico system and follow the process as described. Online registrations must include the original accreditation request letter.

Once registrations have been approved, NGO representatives will receive a confirmation email.

Grounds passes valid for the duration of the Conference will be available for collection on Friday 28 February between 12:00 pm and 5:00 pm and on Monday 3 March between 7:00 am and 12:00 pm at the United Nations Headquarters Visitor Check-in Office (801 1st Avenue). Only the designated focal point may pick up the badges.

Representatives will need to have their passport or other government-issued identification and a printed copy of the confirmation email with them to collect a grounds pass.
Grounds passes
Grounds passes valid for the duration of the Conference will be available for collection on Friday 28 February between 12:00 pm and 5:00 pm and on Monday 3 March between 7:00 am and 12:00 pm at the United Nations Headquarters Visitor Check-in Office (801 1st Avenue). Representatives will need to have their passport and a printed copy of the confirmation email with them to collect a grounds pass.
In order to avoid long queues, ONLY the designated focal point of your organisation may pick up the badges for all the members of your delegation.
Please note that security won’t be able to issue a second pass, so make sure you keep yours close to your chest as you won’t be able to access the UN in case you lose it.
Letter Of Invitations And Visas
The United Nations is not in a position to provide letters of invitation or letters to consulates requesting that NGO representatives be provided visas for travelling to New York in order to attend the meetings of the Conference. It is the responsibility of individual NGO representatives to make their own arrangements for visas, travel and related costs.

In order to facilitate coordination of statements, side events and more, it is helpful if you also let ICAN know your organisation's intent to attend.

Side Events at the UN
The deadline for government side events & exhibition applications was 3 January 2025. These side events must be coordinated directly with the relevant state submitted directly to UNODA.
NGOs will also have the use of a Conference Room at UNHQ during the meeting. ICAN, as Civil Society Coordinator, will facilitate use of the room. To maximise the use of the space and meet as many needs as possible, we’ve blocked five slots per day. These will be: 10:00- 11:15, 11:30-12:45; 13:00-14:45, 15:00 - 16:15, and; 16:30 - 18:00.
If your meeting requires microphones, a technician will set up and operate a portable conference system with up to 32 wireless table-top microphones. This service also allows for an audio recording of the meeting. Meetings up to 3 hours requiring microphones cost $935.
The deadline for side event requests was 3 January 2025.
Working Papers
The UN Office of Disarmament Affairs has provided a template for working papers. While there is no page limit for these papers, it is recommended to keep them under five pages (2,675 words). Please get in touch with Annette Willi at [email protected] if you want to submit a working paper. All working papers will be posted on the website of the meeting. The deadline for submitting working papers is 17 February 2025. The UN will not be printing and distributing these documents, that is the responsibility of the submitting organisation.
Statements
NGOs will be given a few speaking slots per session. To request a speaking slot, fill out this form. Speaking slots are arranged in accordance with the provisional timetable. We expect that the available slots will be quite limited and that the demand to address the meeting is likely to exceed the available slots. We also do not have full control as the number of speakers will vary depending on the number of government interventions. As usual, we try to ensure broad geographical, thematic and demographic representation during this meeting.
Code of Conduct
For all events within the UN system, the UN code of conduct applies. Additionally, ICAN events conform to ICAN’s Statement of Values and Code of Conduct. We also encourage participants to become familiar with the Nuclear Truth Project Protocols especially in engaging with affected communities.
