
Romania is a signatory of the nuclear Non-Proliferation Treaty (NPT) and has signed and ratified the Comprehensive Test Ban Treaty (CTBT), being one of the 44 listed countries needed to sign and ratify for the CTBT to enter into force.
The Cernavoda nuclear power plant was started in the 1970's under the regime of Nicolae Ceausescu. Five reactors, all CANada Deuterium Uranium (CANDU) Pressurized Heavy Water Reactors (PHWR's) were started with the main components supplied by Atomic Energy Canada Limited (AECL).
Unit 1 was finally completed in 1996. According to the State Nuclear Power Corporation unit 2 was expected to be completed in 2007.
The Government is said to be intending to complete the remaining units at the Cernavoda station with the completion of C3 in 2011, and the remaining two reactors by 2020.
